What Poland licenses privately, and what it does not

The gambling act reserves online gambling to the state, with two exceptions written into the same article: betting and promotional lotteries, which a private company may run with a permit. That is why the Ministry of Finance list of legal online gambling has one online casino, Total Casino, and 17 licensed online betting companies, among them sts.pl, efortuna.pl, betclic.pl, superbet.pl, lvbet.pl and etoto.pl. A betting permit runs six years and can be renewed once for a further six. Participation in online gambling run without the required permit is prohibited for the player, and the legality guide sets out the penalties article by article.

So the offshore question for a Polish bettor is different from the one a Polish slots player faces. A slots player has one legal site. A bettor has 17 and is choosing to leave them, which makes the reason matter.

Why local odds carry a 12% turnover tax

Under the gambling act a bookmaker pays 12% of turnover, defined as the sum of stakes placed, while slots, roulette, dice and card games pay 50% of gross gaming revenue, stakes minus payouts. A book paying 12% on every złoty staked, win or lose, prices that into every line it offers; a book licensed elsewhere pays a different tax on a different base and can price tighter. That is the standard industry explanation for the offshore pull, and it is the whole of the honest case. On the player's side the tax works the other way. Betting winnings are exempt from income tax up to PLN 2,280 per single win; above that the flat 10% rate applies to the whole win, not to the excess, and the rule is written for winnings obtained in an EU or EEA state. Casino brands open to Poland that carry a sportsbook

That leaves Vodka and BC.GAME as the two partnered brands with a book a Polish player can reach, and neither is a clean recommendation.

How to judge an offshore book before the first bet

1. Check the domain in the ministry register

   A listed domain is closed to Polish payment providers and blocked by Polish ISPs; the register is public. 1win is the worked example on this page.

2. Read the restricted-country clause, not the language menu

   Stake keeps a Polish locale and bars Poland in its terms. The clause decides.

3. Find the licence in the regulator's register

   A Curacao licence is verifiable in the authority's register; an Anjouan licence gives a European player no complaint route in practice. The licence guide shows where to look.

4. Read the payout ceiling and the verification threshold

   A book pays out through the same cashier as the casino, so the same limits and the same document checks apply.

5. Compare one match on a licensed site

   The tax argument is only worth something if the coupon shows it. If the licensed price is the same, the offshore book has nothing left to offer you.

When the licensed book is the better answer

Often. A Polish permit holder pays out to a Polish bank in złoty, keeps its terms in Polish, answers to a Polish regulator and falls inside the tax exemption up to PLN 2,280 per win. An offshore book offers none of that and asks you to accept a foreign licence, an English contract and a payment path that the bank-block guide shows is narrowing.
