The rule breaks for rails with no return path. Two things the table hides. First, a per-transaction cap is not a monthly cap: Bitstarz pays up to EUR 4,000 by bank and up to EUR 50,000 in coins per request with no monthly ceiling, so a large balance leaves in several requests. Second, a low base ceiling is not a small brand: Riobet starts at EUR 1,000 a day and raises the value to EUR 10,000 at VIP levels, and Cactus moves from EUR 3,000 a day at the base tier to unlimited at the top. What happens between the request and the money

The request goes into a pending window, the brand checks the account, then the rail moves the money. Verification is the step that stretches the window. The document set is the same almost everywhere: an identity document, a proof of address and a photo of the card or wallet used to deposit. The common fee is not the casino's: a coin transfer costs the network fee, and a card issuer can add its own line.
