Three different walls look the same from the cashier: a card issuer refusing merchant code 7995, a gambling toggle inside the bank app, and the BLIK scheme checking the domain against the ministry register. When a bank in Poland has blocked a casino payment, one of the three is yours to switch, one you can ask about, and one you should not try to get around. Here is how to tell them apart from what appears on screen.

The card decline belongs to the issuing bank. Every casino card transaction carries merchant category code 7995, the code for betting and casino gambling; Visa and Mastercard treat it as a restricted category that requires an explicit acquirer allowance and a separate merchant ID, and Visa places it in the top tier of its Integrity Risk Program. Many issuers decline all 7995 transactions with one blanket rule. The player-set toggle belongs to you: Revolut ships a gambling block that is off by default and blocks card payments to gambling merchant codes when switched on. The domain check belongs to the BLIK scheme: its operator now compares the domain tied to each transaction with the Ministry of Finance register of domains offering gambling contrary to the act, and a listed domain is not sent to authorisation at all.

The order matters because each has a different remedy. A bank rule can be asked about. A toggle can be switched. A register entry cannot be argued with by a player, and the register guide explains why.
The transaction reaches the confirmation step and dies there. In the EU a card payment at a casino is expected to pass strong customer authentication, so a 3DS prompt is the normal path and not a warning sign; the decline comes after it or instead of it. Independent figures for how often casino card payments fail exist only on payment vendors' marketing pages, so we print none; refusals on 7995 are markedly more frequent than in ordinary online shopping and depend on the policy of the specific bank.
The question for the bank is precise: does the bank decline merchant category 7995 by rule, and can the rule be lifted for this card. Some banks say yes to the first and no to the second; some let you lift it in the app; some deny they have one. The answer tells you whether the card will ever work at any casino, which is more useful than retrying the same deposit.
Important
A card in a relative's name is not the fix. A deposit from a card that is not yours fails at verification later even if the bank lets it through now; the KYC guide with Polish documents explains why.
Revolut is a BLIK bank in Poland and a card issuer, and it ships a gambling block under Profile, Security, Payments. It is disabled by default. Enabling it is immediate; disabling it takes up to 48 hours, a cooling delay built in on purpose. It catches card payments to merchants using gambling merchant category codes and nothing else: bank transfers and payments through third-party apps are not affected, and a merchant coded under a non-gambling category is not caught. So a Revolut card that fails at one casino and works at another may be meeting the toggle at the first and a non-gambling merchant code at the second. If you set the block during a bad week and want it gone, the 48-hour wait is the product working as designed.
A BLIK code is six digits from the bank app, valid for two minutes, and after starting a payment you have 60 seconds to confirm it in the app. If the code is accepted by the cashier and the push never arrives, look at two places. First, the bank: mBank lists insufficient funds, exceeded BLIK limits and an account that is not fully active as the reasons a payment fails, and limits are set per bank, with mBank changing them under Ustawienia, Limity, BLIK. Defaults differ: mBank's daily default is PLN 3,000, PKO's default online limit is PLN 3,000 a day across 20 transactions with a maximum of PLN 20,000 a day for code payments, and Revolut's BLIK page allows up to PLN 50,000 a day. There is no single BLIK limit; there is your bank's.
Second, the domain. The BLIK scheme checks the domain tied to the transaction against the ministry register through a live link, for domestic and foreign transactions alike, with the approval of the President of the National Bank of Poland. A listed domain is not sent to authorisation, so nothing reaches your app and no error names the reason. The register is public at hazard.mf.gov.pl; if the casino's domain is in it, the payment will not go through from any Polish bank, and the entry, not your bank, is the cause. The check is by domain, not by category. A brand whose main domain is not in the register still takes BLIK; Spinbetter's main domain was not listed at our last pull while 65 of its mirror domains were.
Card declined at confirmation: issuer rule or your own toggle. BLIK push never arrives: bank limit, account status, or the register. Write down which one before you do anything.

What we will not describe is any way of getting a payment to a listed domain through a mirror, a foreign settlement agent or a location tool. The BLIK check was built specifically to catch attempts routed through foreign acquirers, and a casino's own terms treat location tools as a breach: Stake names a VPN as grounds for confiscation and Play Fortuna makes it an express breach of its clause on prohibited countries. Two exist and both have a cost.
