Poland guide
An offshore casino has a licence somewhere and none in Poland, which tells you nothing about whether it pays. These five checks do, and passing all of them is our working definition of a safe offshore casino. Each one comes with a red flag pulled from our own brand audits, named, so you can see what a failure looks like before you meet one.

Take the number from the footer and search it where the regulator keeps its own list, not on a review site. The Curacao Gaming Authority, which took over licensing from the old Gaming Control Board and now works under the LOK ordinance, publishes its online gaming licences, certificates and an enforcement register on its site, and adds a caveat worth repeating: the overview does not guarantee the current validity of a licence, so read the status line. Malta's authority has a licensee register searchable by name, authorisation status, URL or gaming service, with a URL checker and a dynamic seal. Anjouan Gaming, the regulator on the Comoros island, has a public register searchable by licence number, company name or operational domain that returns the registered name, the licence type and the status.
What a failure looks like. Vodka Casino's Curacao certificate shows the status revoked on the authority's certificate site; the brand now runs on an Anjouan licence, and its own homepage still says it operates under Curacao while the footer, the seal and the terms say Anjouan. Cat Casino prints a master-licence number from the old Curacao regime that expired with it and appears nowhere in the current register, and its successor number is listed there as expired. 1Win's regional mirror sites still quote a dead master-licence number while the register shows a different, direct licence under assessment. A related but softer case: several brands, Play Fortuna and Booi among them, show an issue date, a passed expiry date and the status assessment in progress on the Curacao register; that is the common transitional state under the new ordinance and not evidence of trouble, but it means a review cannot write valid until a date, and we do not. Open the terms before the cashier and look for three figures: the ceiling per day or per month, the minimum, and any fee. A brand that publishes them is telling you the rule before you deposit; the card on our list prints what we found. Then compare with what the cashier or a review site says, because the contradiction is the flag.
What a failure looks like. BitStarz's payments page publishes hard caps per transaction, EUR 50,000 in crypto, EUR 10,000 by MiFinity and EUR 4,000 by any bank route with a EUR 50 to 100 minimum, while review sites repeat no limits, which is a different claim about win caps. Vodka Casino's terms cap cashout at EUR 10,000 a month, or EUR 5,000 when the balance is at least ten times the deposits, with an 8% fee when the deposit was not wagered once, under a card that once said no limits. Cactus Casino charges 20% on a withdrawal made without wagering three times the deposit, turns accounts dormant after 180 days at EUR 5 a month, and blocks withdrawals while a bonus is unwagered. None of those clauses is hidden; they are simply not on the promo page, and the withdrawal guide shows where in a terms document they sit.
The honest sequence is register, deposit, request a first withdrawal, receive a document list, get paid. The sequence that costs players money is months of deposits with no questions and a document request that arrives when a large win is pending, followed by a clause about a violated rule. Ask the chat before depositing what the first withdrawal requires and when.
What good and bad look like. Booi runs a hard verification gate before the first withdrawal, an identity document, a proof of address under three months old and a photo of the card used; players complain about how strict it is, and that complaint is the sign the gate is real and early. On the other side of the ledger, BitStarz's complaint pattern is accounts voided under its one-account-per-household rule and slow or repeated verification, and its terms void bonus winnings from a restricted country, Poland included; Vodka Casino carries a very low safety rating from an independent auditor with disputed amounts up to EUR 130,000 and terms under which low-risk play can be treated as a violation. Open the chat before registering and write in Polish. A menu translated by a file is cheap; an agent who reads a Polish identity card and answers in Polish is a decision to serve the market, and the brands that made it, Vavada, Spinbetter and Cactus among them, say so in the chat within a minute. The second half of this check is consistency: does the brand's marketing contradict its own terms?
What a failure looks like. Vodka Casino sells its own VPN from its site while clause 3.4 of its terms bans VPN or proxy use and clause 8.7 says withdrawals are not guaranteed when the restricted-use rules are breached; a player from a blocked country who follows the pitch has signed the clause that lets the payout be refused. Cat Casino goes further: its geo-block page prints your IP and country and then offers an app download and a referral-tagged VPN link. A brand that invites you to break its own terms will hold you to them later. The chat is not a complaint route; the regulator is. Curacao's authority takes complaints at complaints@cga.cw and states the limit honestly: it does not resolve individual player disputes or order compensation, and uses complaints to supervise operators, with a web form planned to replace the mailbox. Malta's authority takes a complaint through its online form in English or Maltese after you have tried the casino first, with a fallback mailbox if the form brings no acknowledgement. Anjouan publishes the register and the licence types; how far a complaint goes there is not something we can vouch for.
What a failure looks like. Vodka Casino's licence holder changed from a Curacao company to a Belize entity, and a Belize shell on an Anjouan licence after a revoked Curacao one leaves a European player with no regulator that will read the letter. A brand whose licence gives you a mailbox and a register is checkable; one whose licence gives you neither has asked you to trust it, and the regulators guide ranks them by what they will do for a player.
A domain in the Ministry of Finance register proves that the domain offers gambling without a Polish licence, which is true of every offshore brand on this site and of over 55,000 other entries. It does not prove a scam, and a domain outside the register does not prove safety: the register lags new mirrors by design and grows by about 700 entries a month. What an entry changes is money, not trust: internet providers block the domain within 48 hours, payment providers within 30 days, and BLIK now refuses the payment before authorisation. The legal line
An offshore casino is licensed elsewhere and unlicensed in Poland, and art. 107 § 2 of the Fiscal Penal Code attaches a fine of up to 120 daily rates to taking part in a foreign gambling game from Polish territory. The checks above are about whether a brand pays; they do not change that sentence.

A licence that resolves on the regulator's own register with a live status, withdrawal limits printed in the terms and matching the cashier, verification asked before the first payout rather than after a big win, a support chat that answers in your language, and a regulator you can write to. Missing one is a question; missing two is a reason to leave.
It is checkable, which is the point. The Curacao Gaming Authority publishes its licence lists and an enforcement register, takes complaints at a named mailbox and says plainly that it does not resolve individual disputes. A brand whose number resolves there with a live or assessment status is verifiable; a brand quoting a dead master-licence number from the old regime is not.
A licence number that the regulator's register does not know, or knows as revoked or expired. Our audits found brands still printing master-licence numbers that expired with the old Curacao regime, a brand whose Curacao certificate shows revoked while the homepage still claims Curacao, and a brand whose successor number is printed as expired on the register itself.
It means the terms and the sales page contradict each other. One brand we audited sells its own VPN while its terms ban VPN use and say withdrawals are not guaranteed when the restricted-use rules are breached; another prints a VPN referral link on its own geo-block page. A player who follows the pitch can have the payout refused under the clause.
