Online casinos in Europe: offshore by definition, open by country

Every casino on this site runs on a Curacao or Anjouan licence, and none holds a licence from a European regulator. For a European player that fact comes before the bonus: it decides who you can complain to, whether your provider blocks the domain, and whether the terms you accept are enforceable anywhere you can reach. The map: monopolies, licences and blocklists

Poland reserves online casino games to the state operator and keeps a public register of blocked gambling domains; providers cut them, and playing at an unlicensed operator is an offence for the player. Germany licenses online slots federally with a monthly deposit cap and a stake limit, and treats every brand here as unlicensed. Czechia, Latvia, Lithuania and Estonia license locally and block unlicensed domains at the provider. Hungary and Finland have opened or are opening licensing after years of monopoly. None of our brands holds any of those licences, which is why the register you can check is Curacao's, and why the licence guide teaches you to read that one.

What the blocklists look like in practice

1win.com and 1win.pro have sat on the Polish register since May 2024, with 27 more 1win domains added in August 2026. 1Go's 72 domains were entered in a single morning in June 2024. Sixty-five SpinBetter mirror domains are listed, the last batch in February 2026, while spinbetter.com itself was not on it at our last check. A brand can accept Polish players and be unreachable from a Polish connection on the same day; the reviews say which is which.

Payment rails that work across the continent

SEPA, Visa and Mastercard, Skrill, Neteller, MiFinity and the main coins are in almost every cashier here. Trustly, Klarna, Sofort and EPS appear where a brand courts German-speaking or Nordic players, Fresh, 1Go, Rox and Starda among them. BLIK and Przelewy24 exist for Poland only, and BLIK is deposit-only at Booi and Legzo. Is it legal to play at an offshore casino in Europe

It depends on the country, and the country pages say so one by one. Poland makes participation in unlicensed online gambling an offence for the player; Germany and Czechia treat the operator as unlicensed and the player as a civil matter; Finland and the Baltics fall in between. What is the same everywhere is that a Curacao or Anjouan licence gives a European player no domestic regulator to complain to.
